Navigating WIDA’s Online ACCESS Test Administrator Training Course

Session Description: In this session, participants will learn the features and navigation of the new Online ACCESS for ELLs® Test Administrator Training course. Formerly offered on the DesireToLearn (D2L) platform, the training course is now housed on the WIDA Consortium Website. The session will prepare participants to take the online training, which teaches how to administer the ACCESS for ELLs® Listening, Reading, and Writing tests, as well as administer and score the ACCESS for ELLs® Speaking Test.

Learning objectives:

Participants will -

  • Learn how to use the account creator, as well as how to log-in and navigate the training course.
  • Learn the organization and sequence of training modules for administering the ACCESS for ELLs®, as well as TA certification/quiz details.
  • Learn about pertinent resources for PDE educators of ELLs on the WIDA website and certain updates to the 2008-2009 ACCESS for ELLs® assessment.

Ordering Procedures, Administrative, and Security Guidelines for the World Class Instructional and Design and Assessment (WIDA) ACCESS Annual State Required Assessment

Session Description: In this session, participants will learn about the MetriTech system of ordering, receiving and returning test materials. This session will include step-by-step instructions on ordering test materials, details regarding paperwork and booklet handling, returning the materials to MetriTech, scoring materials and reporting to PDE and LEAs.

  • Learn the secure system to distribute the materials to schools for testing.

eMetric Data Interaction Tool for District and School Student Results and Accountability Measures

Presenter:

This session will provide users with the required to knowledge to gain access to and perform queries to obtain both individual and group summary assessment information. 
 This site provides dynamic access to student performance results on the WIDA Consortium’s ACCESS for ELLs® English Language Proficiency Test. The Data Interaction system allows users to:
  • Create their own reports, graphs, or data files
  • Conduct ad hoc data queries and analyses
  • Disaggregate on user-selected subgroup variables
  • Drill down from summaries to individual students
  • Print reports in PDF format or export to other software programs
  • Track students’ performance from year to year
  • Analyze performance on WIDA with performance on PSSA
eMetric ACCESS for ELLs is the data tool that now houses assessment results and LEA/student data for the WIDA ACCESS assessment. It is not a tool to report students or program information. Permission to access this data tool comes through the superintendent/program administrator.

This tool is accessible through the secure website https://solutions.emetric.net/paaccess/.  Users are reminded of the confidentiality of the system. Superintendents/program administrators may contact tgillin@state.pa.us for user ID and password information.

Communicate with Parents by Using TransACT

Monica Munar manages the company's statewide customers to assure best-practice implementation and training. Additionally, she oversees all customer care, support, and upgrade sales functions for the company. Monica brings with her over six years of experience in customer support, recruiting and team management. Monica holds a Bachelor of Arts degree in Global Studies from the University of Washington.

Teacher Collaboration/Co-Teaching Models

Participants learned how to collaborate with their colleagues to enhance the educational opportunities of educating ELLs. The workshop focused on co-planning and co-teaching techniques in a variety of settings. This workshop was targeted at teams, teacher pairs, or instructional coaches who need to work collaboratively in planning the instruction and assessment of ELLs.

 Lynore Carnuccio is an independent consultant specializing in standards based instruction and program design for English Language Learners. Her expertise is derived from her 25 plus years in public education mainly in low incidence ESL situations and her Masters degree in ESL/Bilingual Education. She is the Lead Developer for the Pennsylvania English Language Proficiency Standards, a consultant/trainer for the WIDA Consortium, and a member of the TESOL English Language Proficiency Standards (2006) author team. Lynore has been published in both NABE News and TESOL's Essential Teacher.

Delivering Language-Appropriate Content Instruction to ELLs

Session Description:
This videoconference focuses on the components of academic language proficiency, their connection to WIDA's English Language Proficiency Standards and how this affects delivery of content. Essential characteristics of academic and content-specific language will be examined in order to assist teachers in making strategic curriculum and instructional decisions for English Language Learners (ELLs) that allow for comprehensible instruction.

Learning Outcomes:
  • To know the characteristics of academic language and academic language proficiency for strategic instruction;
  • To examine the features of the WIDA ELP Standards and their relationship to academic language proficiency; and
  • To learn how to transform content lessons into linguistically comprehensible tasks for ELLs according to ELL proficiencies in listening, speaking, reading, and writing.
Presenter: Don Bouchard, Senior Consultant, WIDA Consortium

 Don Bouchard has forty years of experience in ESL/EFL teaching, curriculum and administration. He started his career as a Peace Corps Volunteer teaching EFL in Brazil and then worked for a time with the Portuguese immigrant population in southeastern Massachusetts. After attending the School for International Training, he served as a Fulbright TEFL Lecturer in Yugoslavia, followed by work with the Department of State as an English-teaching Officer.

Since 1983, Don has been living in Maine working in a variety of capacities: as a deaf education teacher, college international programs director, public school and adult education ESL teacher, and Title VII program coordinator. In 1990, Don founded the University of Southern Maine's Master's degree program in Literacy Education and ESL, where he still coordinates and teaches. He currently works for the Portland Public Schools as an ESL professional development specialist and conducts local, regional and national workshops and seminars, including those for WIDA.




LIVE, ONLINE ELLUMINATE SESSIONS

Access for ELLs Score Report Interpretation

Presenter: Jesse Markow, Project Development Manager, WIDA

This session was originally delivered as a live, online session on October 7, 2008.

In this session, participants will begin by learning about the organization and structure of the WIDA English Language Proficiency standards and the different levels of English Language Proficiency. This will provide a solid foundation toward understanding the information included in the ACCESS for ELLs® Score Reports and how the data links to the standards. Finally, the presenter will explain how use of the standards and ACCESS for ELLs® score reports can help educators of ELLs plan for instruction and assessment.

Learning objectives, participants will:
  • Learn how to distinguish between academic language and academic achievement, as well as differentiate between the different levels of English Language Proficiency (ELP)
  • Understand the organization and structure of the WIDA ELP Standards
  • Be able to interpret different ACCESS for ELLs® score reports and know the potential implications on planning for instruction and assessment

Jesse Markow is involved in the development of both new assessment initiatives and ongoing revisions to and delivery of existing WIDA systems. He has worked as project lead for the development of customized, large-scale, criterion-referenced statewide assessments for 10 years, overseeing test design, item development and review, standards alignment, open-response scoring, and issues of accessibility for test takers.

Alphabet Soup: Stirring Up RTI for CLD/LEP

Presenter: Dr. Catherine Collier, Director, CrossCultural Developmental Education Services, Ferndale, Washington

Session description: This workshop addresses the key issues surrounding implementation of problem solving and progress monitoring within instructional intervention (RTI) for culturally & linguistically diverse learners with learning & behavior problems. Culturally & linguistically diverse learners present unique challenges to education professionals in monitoring the effectiveness of the instruction and intervention process with limited English proficient students having learning and behavior problems. Consideration of students' cultural, linguistic, & experiential background, level of acculturation, sociolinguistic development, & cognitive learning styles must be built into the RTI process to develop a valid picture of the student & his/her capabilities & achievement levels. Instructional intervention & the monitoring of response to intervention (RTI) is the systematic process of gathering information about the response of CLD students to academic, behavior, sociocultural, acculturation, & sociolinguistic interventions in order to make efficacious decisions. In the workshop, we will examine issues related to RTI for ESL/bilingual students with learning & behavior problems.


 Presenter: Dr. Catherine Collier has over 40 years experience in cross-cultural, bilingual, and special education. She completed her Ph.D. with research into the referral of Hispanic students to special education programs. For eight years, she was a classroom teacher, resource room teacher, and diagnostician for the Bureau of Indian Affairs in Arizona and Alaska. She was the director of a teacher-training program for the University of Alaska for seven years, preparing Yup’ik Eskimo paraprofessionals for certification as bilingual preschool, elementary, and special educators. For eight years, Dr. Collier worked with the BUENO Center for Multicultural Education, Research, and Evaluation at the University of Colorado, Boulder, where she created and directed the Bilingual Special Education curriculum/Training project (BISECT), a nationally recognized effort. She was the Director of Resource and Program Development for the American Indian Science and Engineering Society as well as being a Sequoyah Fellow.

Dr. Collier is the author of several books and articles on cross-cultural and multilingual special education. She is active in social justice activities for culturally and linguistically diverse learners and families. She works extensively with school districts on professional and program development for at-risk diverse learners. Dr. Collier provides technical assistance to university, local, and state departments of education regarding programs serving diverse learners. She is the principal developer of the screening and software program “Acculturation Quick Screen” and many assessment and intervention instruments and materials. Her most recent books are Separating Difference and Disability, a chapter on acculturation in Multicultural Handbook for School Psychologists, and three chapters in the fourth edition of The Bilingual Special Education Interface, published by Prentice-Hall.

ESL/Bilingual Education Program Evaluation

Session Description:
This session introduces administrators and teachers to tools they need to conduct an internal evaluation of their ESL/bilingual program using qualitative and quantitative methods. The purpose of the program evaluation is to 1) document that the district/school is in compliance with all federal and state mandates and accountability requirements for ELLs, 2) demonstrate how well the ESL or bilingual program meets its goals and benchmarks, and 3) provide concrete action steps that link improvements in program and professional development to gains in ELL student performance.

She advises teachers and administrators in the United States and internationally on ESL, bilingual education, and world language program development, implementation, and evaluation; language and literacy instruction and assessment; and language policy and professional development. She is author of Bilingual Education and Social Change, Building on Community Bilingualism, and co-editor (with Else Hamayan) of English Language Learners at School: A Guide for Administrators.

Dr. Cook received his Ph.D. in Educational Measurement, Evaluation and Research Design from Michigan State University and has a Masters in Teaching English as a Second Language from the University of Hawaii, Manoa. He served as the Director of the Office of Educational Accountability for the Wisconsin Department of Public Instruction. In this position, he directed the state's public school assessment programs. Subsequently, he worked at Harcourt Assessment, Inc. as the Vice President of State Accounts. In this role, Dr. Cook was responsible for consulting with state and national clients on assessments and assessment-related issues, especially as it relates to the No Child Left Behind Act (NCLB) of 2001. Most recently, Dr. Cook served as an embedded research scientist (akin to research manager) for the Milwaukee Public School system. Dr. Cook is a qualified and experienced Federal Peer Reviewer for NCLB. His recent research interests have focused on alignment of standards and assessments, policy issues associated with Title III accountability and applying value-added modeling techniques in urban settings to address key educational questions.
