Federal law 20 U.S.C. §§ 6311(b)(7) and 6826(b)(3)(C),(d)(2), requires annual assessment of English language proficiency for all English language learners. The state English language proficiency assessment must align to Pennsylvania’s academic standards and the PA English Language Proficiency Standards (ELPS) and must measure progress and/or attainment of English for each language domain, i.e. reading, writing, speaking, and listening. These scores support educators in providing meaningful and effective instruction and assessment for English language learners (ELL).
The Pennsylvania Department of Education (PDE) provides professional learning opportunities and resource materials to enhance educators’ understanding of assessment, eligibility requirements and the protocols and procedures necessary to successfully administer the annual assessment of ELL, kindergarten through grade twelve.
